Show Reject / Move to Next Stage Actions When Viewing Resume on Listing

When a recruiter opens a resume directly from the candidate listing, they currently have to go back to take any action on the candidate. With this change, the Reject and Move to Next Stage buttons will be visible right there on the resume view, so recruiters can make a decision on the spot without any extra navigation.
